It's often the case.And there's never a traffic warden around when you need one.
Can well imagine the inconvenience. The motorist displays a card/cert locally I suppose its the same there. However that does not stop some. You would'nt want to miss out on the after Chrismas sales? just joking, I never seem to get to them.
Last week at work, we received an email reminding us that handicap spaces are reserved for those who have a real need for them and also have a placard or license plate. They have been getting abused here also.

Fortunately, people in South Africa seem to be quite well behaved in this manner. It's always good to have a stiff deterrent, though.
