Brownies are junior Girl Guides (or Girl Scouts depending where you are), kris.
A lovely community project for little girls - and their public.
You can find out all you want about well-dressing and see photos of many other wells on Glynn Williams' Well Dressing site.
Although I didn't meet him, he was at Gee Cross and also took photos of this and Booth's Well.
