It seems that the regulations are inversely proportional to the population. Where there are a lot of people, life is not valued as much. I say this not only because of no regulations or lack of implementation, but also because I have seen "don't care" attitude in other areas. Accidents on the local railways lines is a very common thing as people fall from trains or get cut down as they cross the lines.
